Why SEPI publishes in stages

SEPI uses a gated roadmap to protect comparability, interpretability, and institutional readability. Public outputs are released only once core definitions, documentation, and governance elements are locked under versioning discipline.

  • Ensures assumptions, limitations, and coverage rules are documented

This staged approach is designed to protect comparability and reduce interpretability risk.

Release gate: minimum lock points

Public benchmark outputs are released only once core elements are locked under version control to protect comparability, reduce the risk of misinterpretation, and ensure audit-ready interpretability.

Before publication, SEPI locks at minimum:

  • Core indicator scope and definitions (headline categories, boundaries, units).

  • Normalisation rules (cross-sector comparability discipline).

  • Key assumptions and limitations (explicit and versioned).

  • Missing data and coverage treatment (documented rules and thresholds).

  • Version identifier and change log discipline (dated, reviewable updates).

  • Publication format and interpretation guidance (how to read outputs; what is not implied).

A documented correction channel is maintained and reflected in the next versioned release where applicable.
